EDUCATION AND YOUTH SECTOR

ALAMINOS CITY SCHOLARSHIP PROGRAM

The city’s Scholarship Program provides financial assistance to poor but deserving high school graduates of both public and private schools in the city. To make college education accessible to more students, the program is categorized into three, as follows:

CATEGORY A

This is for Valedictorians and Salutatorians of Public High Schools of the city. A Category A scholar receives Php5,000.00 per month or Php 50,000 per academic year. The scholar needs to maintain grades set by the Alaminos City Scholarship Board. For Academic year 2014-2015, 1st semester, the city has 51 Category A scholars.

CATEGORY B

This covers the students of Pangasinan State University – Alaminos City Campus. A Category B scholar receives Full Scholarship Grant directly paid to PSU. The city has awarded Php3,062,700.00 to its 571 Category B scholars for AY 2014-2015.

CATEGORY C

This is made available for students from other Higher Educational Institutions not only in Alaminos City but also in other HEIs where the scholar wishes to enroll. A Category C scholar receives Php5,000.00 per semester. The grant is valid for one (1) academic year, provided the scholar meets the academic and documentary requirements set by the Alaminos City Scholarship Board. Currently, the city has 702 Category C scholars and 161 graduates as of March 2014.

The city’s Sangguniang Panlungsod recently approved City Ordinance 2014-04, amending the coverage of the Scholarship Program to include two (2) years Vocational or Technical Courses.

ALTERNATIVE LEARNING SYSTEM

This is being implemented in partnership with the Bureau of Alternative Learning System (BALS) of the Department of Education and the Commission on Information and Communication Technology (ICTC).

E-SKWELA PROJECT

This provides computer literacy skills, and basic education and life skills to Out-of-school Youths (OSYs). Trainings are conducted every Saturday at the city’s fourteen (14) computer laboratories which also act as community e-centers. ALS passers are either now enrolled in tertiary education or technical/vocational courses or are enjoying gainful employment here and abroad, still others have become successful entrepreneurs.

LITERACY CUM LIVELIHOOD PROGRAMS

This provides training for women, parents, farmers, fisherfolks, persons w/ disability, unemployed or underemployed and other interested community folk.

To date, there are 47 graduates/beneficiaries for Soya Milk and Soy Products making; 54 graduates/beneficiaries for Malunggay Noodles and Cassava Polvoron Making; 50 graduates/beneficiaries for Plastic Bottle Designing; and 37 graduates/beneficiaries for Plastic Straw Bag Making.

COMPUTER LITERACY ASSISTANCE PROGRAM

Beneficiaries, mainly Out-of-school Youths (OSYs), aged 18 to 30, undergo a six-month free Computer Literacy Training with integration of various life skills training . Other project components include on-the-job training (OJT) and other essential job placement services to equip graduates with employable skills.

The center was established in partnership with the Engineers without Borders -Canada through the DSWD in 2004 and its operations was turned over to the city in 2007. To date, it has served 392 graduates.

ARABIC LANGUAGE ISLAMIC AND VALUES EDUCATION

ALIVE is an LGU-funded program for in-school and Out-of-school Youths (OSY) Muslims in Brgys. Poblacion (51 enrollees) Popantay (21 enrollees) and Pogo.

The city supported the renovation of the ALS & ALIVE classroom at Alaminos Central School. It also funds the monthly honorarium of Php 3,000 each of the two (2) Asatidz, or Muslim educators.

INCENTIVE PROGRAM FOR YOUTH ACHIEVERS

The city awards incentives to students, coaches/trainers, school heads of the delegation who participated and won recognition in various regional, national and international competitions both in ACADEMICS and SPORTS. This is a way of recognizing and appreciating the talent and hard work of the city’s youth in various disciplines.
